About the DAAD Helmut-Schmidt Scholarship Programme
The DAAD Helmut-Schmidt Scholarship Programme for Masters Students, also known as Public Policy and Good Governance, supports prospective leaders from developing countries (listed below) who aim to advance democracy and social justice in their own nations.
This program, funded by the German Federal Foreign Office, enables students to pursue master’s degrees in programs crucial to the social, political, and economic progress of their home countries.

Aligned with the principles of Good Governance, this initiative educates highly qualified graduates with a primary academic background in political science, law, economics, and administration, preparing them for future leadership roles in their respective countries.
Eligibility Criteria
Eligible candidates include graduates from developing and emerging countries holding a bachelor’s degree or equivalent.
Applicants should possess a strong academic record, particularly in social and political sciences, law, economics, public policy, or administration, with grades ranking in the upper third of their class.
They must demonstrate a commitment to actively contribute to the social, political, and economic development of their home countries or regions, supported by relevant practical experience such as professional work, internships, or involvement in political and social causes.
DAAD Helmut-Schmidt Scholarship Benefits
Recipients of the DAAD Helmut-Schmidt Scholarship will receive:
— A monthly stipend of €934 during their master’s studies at German universities.
— Health insurance coverage while in Germany.
— Travel allowances for travel between Germany and their home countries.

— A study and research subsidy.
— Rent subsidies and family supplements, where applicable.
Prior to attending a German language course in Germany, lasting up to 4 months, participation is required.
DAAD Helmut-Schmidt Scholarship Selection Criteria:
The primary selection criteria include:
— A clear presentation of your academic, professional, and personal motivations for studying in Germany and for selecting and prioritizing master’s courses.
— These motivations should align closely with the objectives of the Helmut Schmidt Programme.
— Relevant practical experience related to the programme (such as professional experience, internships, political activities, or community service such as volunteering or work for charities or NGOs).

— Completion of a first higher education degree with grades above the average (upper third).
Formal Requirements:
— Candidates who already possess a master’s degree must provide a compelling rationale for seeking funding for another postgraduate degree.
— The candidate’s most recent university degree should not be dated earlier than six years prior (issued after January 1, 2018).
— Candidates who have spent more than 15 months in a country not listed on the DAC list in the past are ineligible.
