Introducing the Nuffic MENA 2025 Scholarship
Applications are now open for the 2025 Nuffic MENA Scholarship Programme, a prestigious initiative aimed at fostering societal development in the Middle East and North Africa (MENA) region.

The MENA Scholarship Programme (MSP) is designed to enhance organizational capacity by enabling employees from eligible countries to participate in specialized short courses in various fields of study.
Eligible Course for 2025
The following courses are available for the next scholarship round:
— Citizen Participation and Inclusive Governance
— Inclusive Service Delivery & the SDGs
— Urban Governance: Resilient and Smart Cities
— Local Climate Response
— Migration and Local Authorities
The Dutch Ministry of Foreign Affairs funds these scholarships, which are intended to refine the skills and capabilities of professionals, thereby empowering their organizations and communities to adapt and thrive in a dynamic global environment.
Eligibility Criteria
To be considered for the MENA Scholarship Programme, applicants must meet the following requirements:
- Professional Status: You must be a professional employed in one of the eligible countries: Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Mauritania, Morocco, Oman, or Tunisia.
- Age Limit: You should be 45 years old or younger by the application deadline, with an additional two weeks’ leeway.
- Employment: You must not be employed by an organization with its own staff development program, such as international development agencies or large private companies.
- Work Experience: You should have at least two years of relevant work experience.
- Language Proficiency: Proficiency in English is required as all courses are conducted in English.
- Employer Support: You need to provide written support from your employer for participation in the programme and for implementing the Back Home Action Plan.
- Relevance: Your work should align with the priority areas of the MENA Scholarship Programme relevant to your country.
Scholarship Details
The MSP offers a limited number of fully-funded scholarships for short courses in the Netherlands, which can range from 2 to 13 weeks.
The courses, taught in English or French, vary based on the priority themes for each country.

Only highly motivated professionals who align with their country’s thematic approach will be considered. Those whose profiles do not match the country approach will not be eligible for a scholarship.
Application Process
The application process involves several steps:
- Initial Assessment: The Hague Academy will first review your application to ensure it meets the eligibility criteria, evaluates the relevance of the course to your work, and assesses your motivation and documentation.
- Further Steps: If you meet all criteria, you will receive an invitation from The Hague Academy to complete the final registration step in Delta, Nuffic’s database.
- Country Assessment: The Netherlands embassies in your country will then review and score applications based on the country’s focus areas.
- Selection: Nuffic will select the final candidates and allocate scholarships based on the budget and criteria set by the Dutch Ministry of Foreign Affairs.
- Notification: The Hague Academy will inform you of the selection outcome. Applicants who do not advance in the process will not receive further notifications.
